Battle's Over - Commemoration - 11th November 2018

A letter from Bruno Peek, LVO OBE OPR, Pageantmaster, setting out plans for a series of beacons to be lit across the country on 11th November 2018 to commemorate the end of the First World War.

Detailed co-ordination begins in April 2017 but the reason for sending the information out so far in advance is that the vast majority of organisations participating have already started their planning.

Councils are requested to confirm their involvement by providing details as soon as possible to ensure that they are included in the official guide when published and put on the events website at the end of April.

Being a good Employer

This guide produced for NALC outlines many elements associated with being a good employer, and aims to help town and parish councils to develop their role as a good employer.

'being a good employer makes your employees feel more valued and more effective in their work. This results in the improved delivery of council services for the citizens of your communities. As with "The good councillor's guide", councillors are provided with comprehensive and straightforward guidance to key employment areas. Each section contains easily digestible advice and information that will benefit the council and its employees.'

Boundary Commission draft recommendations

The Boundary Commission has published its first draft proposals for the number of seats on Cornwall Council from 2021. There is now a further period of consultation and members are urged to take advantage of this important opportunity to take part in the process.

Business Rates Appeals PC13-16

The National Association will be responding to the consultation and arguing that parish councils should legally be allowed the retain a flat 5% rate of the National Non Domestic Rate income generated within their parish boundaries within a given financial year – providing these monies are then ploughed back into community projects in their areas.

.The consultation closes on 11 October, 2016.

Business Rates Retention Consultation PC11-16

Provisional Response Position Of NALC

The National Association will be responding to this consultation and arguing that parishes should be exempted from payment of National Non Domestic Rates on buildings they own or manage including public conveniences. We will also be arguing that Government and the LGA need to at this time of onward devolution strongly encourage principal authorities to engage in formal agency and service level agreements and contracts with parishes in their areas so that parishes too can derive some of the windfall from this 100% local retention of the business rate – to plough back into their communities.

This consultation closes on 26 September, 2016.

Business Tenancies LTN-49

The letting of 'business premises' is controlled by the Landlord and Tenant Act 1954 ("the Act") as amended by the Regulatory Reform (Business Tenancies) (England and Wales) Order 2003 SI. 3096 and the Landlord and Tenant Act 1954 Part 2 (Notices) Regulations 2004 SI. 1005. The Order and Regulations make substantial alterations to the former law.
