NALC Model Standing Orders 2018 (revised April 2022)

Since NALC's publication of the Model Standing Orders in April 2018, some changes have been made to the documentation. This is the revised April 2022 version, which includes new wording under Section 18 with regard to Financial Controls and Procurement. Further information on contracts and threshold values can be found in NALC LTN 87 Procurement (March 2022) and NALC LTN 35 Contracts (February 2017) and associated documents.

Code of Conduct 2021

Cornwall Council has now published a new Code of Conduct 2021 for councils in Cornwall. The CALC strongly supports this single code for all elected members in Cornwall.

This document incorporates a number of minor amendments recommended by CALC for local councils which are highlighted in red on the word document.

Guidance on NALC Model Financial Regulations 2019

NALC has issued this guidance to accompany its new Model Financial Regulations.

Model Financial Regulations 2019

NALC has now issued an updated version of its Model Financial Regulations.

NALC advise that the main changes from the previous (2016) version are:

1. Restriction added to Regulation 11.1.a.ii

Clarifying disapplication of contract regulations to legal professionals limited to those acting in disputes only – not general legal work.

2. Update to limits under Public Contract Regulations – footnote to Regulation 11.1.b

3. Minor change to heading Regulation 12.

Financial regulations govern the conduct of financial management by the council and may only be amended or varied by resolution of the council.

They are one of the council's main governing policy documents providing procedural guidance for members and officers. Financial regulations must be observed in conjunction with the council's Standing Orders and any individual financial regulations relating to contracts

Document Retention Schedule 2018

Cornwall Council Records Office has updated its Parish Council Retention Schedule (2018) to help with deciding on what should be kept locally, preserved and sent to the archive and what can be destroyed.

They are currently unable to take in any new accessions until after their move to a new building in 2019.

Councils should notify the Records Office of any material that needs to be deposited and keep the documents safe until then. The Records Office will be contacting depositors after the move, when they are ready to take in the awaiting material.
