JPAG Practitioners' Guide 2022
The National Association of Local Councils (NALC) has published the Joint Panel on Accountability and Governance (JPAG) 2022 edition of the Practitioners' Guide.
The Joint Panel on Accountability and Governance (JPAG) is responsible for issuing proper practices about the governance and accounts of smaller authorities.
Changes include a re-written section five on the non-statutory guidance for clerks and responsible financial officers.

Smaller Councils Committee Letter
NALC's Smaller Councils Committee Chair has written to all smaller councils to ask what issues they would like the committee to address, and what services they would like NALC to provide.
At a meeting on 2 March, the committee agreed that its chair, Cllr Graham Ford, would write to all councils with an electorate under 6000 to ask what issues of relevance they would like the committee to address, and what services they would like NALC to provide.
Comments in response to the smaller councils letter should be sent to policycomms@nalc.gov.uk by 30 April 2022.

The Good Councillor's Guide to Community Business
NALC has launched The Good Councillor's guide to community business, in partnership with the Plunkett Foundation and Power to Change.
This guide aims to help local councils and their councillors better understand what community businesses do so that they can consider whether they would be beneficial for their area. The publication also features seven local council case studies, showcasing real examples of engagement with this form of business.

Website Accessibility Requirements
The Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018 aim to ensure websites are accessible to people with various disabilities. From 23 September 2020, all local councils must have an action plan and an accessibility statement in place and are required to have started work to ensure their websites become more accessible.
NALC has produced this publication which provides practical steps that local (parish and town) councils can follow to understand the new regulations, put in place an accessibility statement, and start plans to improve the accessibility of their website.

Reaching Out - Guide to helping local councils tackle loneliness
NALC has launched a new joint guide with the Local Government Association (LGA) on tackling loneliness.
In October 2018, the government launched its first-ever strategy on loneliness, making it clear that responsibility for tackling loneliness cuts across more than one ministerial department.
The Reaching out guide responds to the national strategy and outlines various ways local councils and principal authorities can work together.

Model Financial Regulations 2019
NALC has now issued an updated version of its Model Financial Regulations.
NALC advise that the main changes from the previous (2016) version are:
1. Restriction added to Regulation 11.1.a.ii
Clarifying disapplication of contract regulations to legal professionals limited to those acting in disputes only – not general legal work.
2. Update to limits under Public Contract Regulations – footnote to Regulation 11.1.b
3. Minor change to heading Regulation 12.
Financial regulations govern the conduct of financial management by the council and may only be amended or varied by resolution of the council.
They are one of the council's main governing policy documents providing procedural guidance for members and officers. Financial regulations must be observed in conjunction with the council's Standing Orders and any individual financial regulations relating to contracts

L09-18 The Public Sector Bodies [websites and mobile applications] [no 2] Accessibility Regulations 2018
The Public Sector Bodies Regulations 2018 covers the accessibility of public sector websites and mobile applications.
The regulations came into force on 23 September and apply to local councils, county associations and NALC – but the requirement to meet accessibility standards does not apply for existing websites until 23 September 2020, to new websites published on or after 23 September 2018 until 23 September 2019, and for apps, 23 June 2021.

GDPR Toolkit updated August 2018
An updated version of the GDPR Toolkit has now been released by NALC.
This updated version reflects changes relating to the appointment of a Data Protection Officer (DPO), which is not mandatory for all local (parish and town) councils, and information about paying the Information Commissioner's data protection fee.

Tree Charter Toolkit
New Tree Charter Toolkit
The Charter for Trees, Woods and People Toolkit developed by NALC, provides guidance for parish, town and community councils on good practice for trees in the UK.
This guidance supports the Woodland Trust Charter for Trees and should enable local councils to work in conjunction with both Neighbourhood Planning and Tree Warden Scheme strategies.
