This LTN has recently been recast to provide a more logical structure and, in particular, to clarify the differences between England and Wales.
Local Councils' have the power to provide parking spaces under section 57 of the 1984 Act.
The section can only be used by councils when they consider it is necessary to provide parking facilities to:
-relieve or prevent traffic congestion; or
-preserve local amenities

LAIS 1392 - Housing and Planning Act 2016- Neighbourhood Planning
Local councils were advised of a consultation on Government plans to implement 'technical changes' to the planning system under a bill which subsequently received Royal Assent on 12 May 2016 - the Housing and Planning Act 2016 (LAIS1388). The proposals included changes to the neighbourhood planning system. This LAIS summarises the conclusions reached by Government and published in its recent paper Neighbourhood Planning.

Planning Partnership: Consultation on the Proposed Changes to the National Planning Policy Framework
The Localism Act 2011 created the opportunity for local communities to develop Neighbourhood Plans, giving consideration to local housing need, land allocation and sustainable development to address long term community need. Having been through a rigorous process including a local referendum, these plans become supplementary planning guidance and carry significant weight in the development process. It provides a bottom up approach to local development and takes account of national planning policy, encouraging developers and communities to work together to provide locally focussed and sustainable developments.
The Partnership is alarmed that the proposed changes to the NPPF not only negate the localism principles but prescribe a system which prevents ocal circumstances from shaping the criteria for development.

LTN 45 Disposal and Appropriation of Land
LTN-45 Disposal and Appropriation of Land- December 2016
Section 126(1) of the Local Government Act 1972 provides that any land belonging to a local council which is not required for the purpose for which it was acquired, or has since been appropriated, may be appropriated for any other purpose for which the council is authorised by statute to acquire land by agreement.
S.126(2) empowers a parish meeting in a parish without a separate council to appropriate land not required for its original purpose, or which has since been appropriated, for some other purpose approved by the Secretary of State.

LTN 62 Planning Control over Agricultural Land and Buildings
The use of land, and of buildings occupied therewith, for agriculture is not development and does not therefore need specific planning permission (section 55(2)(e) of the Town and Country Planning Act 1990). 'Agriculture' includes the use of land for allotments (decided in Crowborough Parish Council v Secretary of State for the Environment andWealden DC [1980] 43 P & CR 229).

LTN 83 Neighbourhood Planning
Using a neighborhood development plan a community can, through the Parish Council identify areas where it would find development acceptable or welcome together with controlling the type of development to take place.
Once developed, the NDP becomes a part of the local planning authority's local development plan which informs and controls the local planning authority's decision.
