ILLOGAN PARISH COUNCIL

Assistant Parish Clerk

Illogan Parish Council have an exciting and progressive vacancy for an Assistant to the Clerk.

We are looking to appoint an enthusiastic, polite, organised, motivated, dedicated/committed, confident, accurate and adaptable individual to work alongside the Clerk and Councillors.

The successful candidate will have a proactive, flexible attitude to getting things done with excellent communication skills to administer the work of the Parish Council. This is a particularly exciting time for the Parish Council, and we are therefore looking for an enthusiastic and motivated individual.

The ability to communicate clearly and effectively is essential to the success of the role. The successful candidate will be expected to manage and be involved in first class administrative services to the Parish Council.

We are looking for applicants who have good communication, interpersonal, administrative, literacy and numeracy skills, as well as a good IT skill set. Ideally, candidates should have experience working in the local government sector or a background in areas which require attention to detail, accuracy, good communications skills, sensitivity, professionalism, and integrity. Equally important is a passionate interest in the community and a dedication to delivering services to the highest quality to residents, businesses, and visitors.

Training will be tailored to meet the needs of both the Council and the successful candidate.

This is a varied and at times demanding role, and the post holder must be able to manage both the administrative aspects of the role and contact with members of the public.

This is a permanent position based at the Council Office, Illogan Park, Illogan where you will assist in the efficient and effective delivery of exciting and expanding council services. You will be accountable to the Clerk and the Council. Hours: 20 per week. Specific hours of work will be agreed with the successful candidate, which will include the attendance of some evening meetings. Some flexibility will be required. This post is offered at NJC scale point 5-8 (£25,583 - £26,824) pro rata, depending on experience, including 23 days annual leave plus bank holidays and a contributory pension scheme is provided.

DIRECTOR OF RESOURCES/DEPUTY CHIEF EXECUTIVE

This is an exciting opportunity to join Newquay Town Council as its new Director of Resources.

About the Role

The Director of Resources is a senior leadership role, reporting to the Chief Executive and deputising fully in their absence, including taking on Proper Officer responsibilities. The postholder will provide strategic leadership across corporate services, governance, democratic services, community engagement, library, marketing, communications, and events.

You will:

Act as Deputy Chief Executive, representing the Council at civic events and external meetings.
Ensure high standards of governance, transparency and democratic accountability.
Oversee the Council's library, visitor information and events services.
Provide strategic direction for communications, branding and engagement.
Support civic and ceremonial life, ensuring Newquay's identity and community profile are celebrated.
Play a key role in corporate planning, policy development and organisational improvement.

About You

We are seeking an ambitious, resilient and politically astute leader with strong governance expertise and a proven track record of managing diverse services. You will bring:

ILM or relevant management/leadership qualification.
CILCA Certificate and NVQ Level 7 (or equivalent) in public/business administration or leadership.
Strong knowledge of local government law, governance, and committee procedures.
Experience of leading corporate communications, democratic services or civic activity.
Excellent political acumen and ability to work effectively with elected Members.
A collaborative and inclusive leadership style, with the ability to motivate multi-disciplinary teams.

Experience of working in a Town or Parish Council setting, along with training in governance, communications or legal frameworks, would be an advantage.

DIRECTOR OF OPERATIONS

About the Role
This is a newly created senior leadership role. The Director of Operations will provide strategic leadership and operational oversight of the Council's estate, infrastructure and public services. They will act as the Council's designated Competent Person for Health and Safety and ensure compliance across all assets and activities. The role combines hands-on operational management with strategic innovation – ensuring Newquay Town Council's assets and services are managed to the highest standards while also planning for future needs, sustainability and growth.

Key Terms and Conditions Salary: Grade 12 (SCP 44-47 / £55,801-£59,922) Starting on £55,801.

Contract: Permanent, full-time (37 hours per week).

Location: Municipal Offices, Newquay (currently 5 days per week, but we are looking at adopting a new policy of a minimum three days per week office-based).

Pension: Local Government Pension Scheme.

Leave: 25 days increasing to 28 days after 5 years continuous service (excluding public and bank holidays)

Other: Participation in out-of-hours director rota and emergency cover. Staff parking available on a first come first served basis. Access to Cycle To Work and Tech Schemes as well as Thrive wellness app

Reports to: Chief Executive

Budget responsibility: Strategic Overview of circa £0.75m across CCTV, Facilities and Environment budgets with spend approval up to £30,000 within service area

Key Responsibilities:

Library & Visitor Services Support

Oversee day-to-day operations of the library and Visit Newquay spaces, ensuring they are welcoming, well-presented, and stocked with up-to-date information.
Provide guidance and support to Library and Visitor Information Officers in handling public queries, tourism literature requests and community group access.
Contribute to library display setups, seasonable themes and community engagement activities.

Marketing and Promotion

Distribute marketing materials across venues and key locations, ensuring consistency with Council branding.
Assist with digital content coordination, supporting the Communications Officer and Visit Newquay teams in maintaining an engaging online presence.
Contribute to the promotion of events and campaigns, identifying opportunities for community outreach and visibility.

Team Supervision and Support

Supervise day-to-day tasks and rota coverage for Library and Visitor Information Officers and volunteers.

Community Engagement and Customer Experience

Act as the Council's frontline representative during library events, library sessions and community showcases.
Support business-focused events that promote footfall, local engagement and visitor satisfaction.
Gather informal public feedback during events and use it to inform service improvement discussions.

Operational Support and Customer Experience

Provide day-to-day oversight of venue layout, signage and marketing displays.
Adapt plans in real-time to address changes in weather, attendance, staffing or site conditions.
Respond to minor customer concerns or operation issues, escalating when necessary.

What We're Looking For: Essential:

ILM or equivalent management/leadership qualification
NVQ Level 3 or above in Marketing, Communications or a related field
Strong customer service and public engagement skills

Knowledge of health & safety procedures, including Martyn's Law.
Proficiency in Microsoft Office and digital communications tools

As a Committee Clerk, you will provide dedicated administrative and clerical support to the Council's formal committee processes. You'll be responsible for preparing agendas taking minutes, managing meeting logistics, and ensuring accurate documentation of Council decisions. DEPUTY FINANCE MANAGER

About the Role

This is a fantastic opportunity to join Newquay Town Council in a key financial management role at an exciting stage in our growth.

The Deputy Finance Manager will support the Chief Finance Officer (CFO) in delivering robust financial and procurement operations across the Council. Acting as the Deputy Responsible Financial Officer, you will oversee day-to-day financial processes, payroll, procurement compliance, and grants administration, helping to ensure sound governance and effective use of public funds.

You will:

Manage financial transactions, reconciliations, and reporting.

Support the CFO in preparing budgets, statutory returns, and audits.
Oversee payroll, pensions, and staff payment processes.
Lead on procurement activity and ensure compliance with regulations.
Support grant programmes and funding applications.
Provide advice to officers and Councillors on financial matters.
Deputise for the CFO when required.

This is a part-time role (24 hours per week), initially offered for 18 months with the potential to extend, and is office-based within our Finance and Corporate Services team.

About You

We are seeking a motivated and detail-focused finance professional with:

AAT Level 3 or higher (or equivalent experience).
At least 3 years' experience in financial administration or management.
Strong knowledge of public sector finance, procurement, and payroll.
Excellent IT skills, particularly in Excel and financial systems.
Clear communication skills with the ability to explain finance to non-specialists.
Experience in local government finance is desirable but not essential.

This role would suit someone with strong financial and organisational skills, able to balance technical accuracy with practical problem-solving in a busy council environment.

ST AGNES PARISH COUNCIL

St Agnes Parish Council is urgently seeking a locum Finance Officer for an initial period of at least three (3) months:
For 30 hours per week (paid via the Council's payroll) - £22.20 per hour (LC2 SCP 32)

The role is currently undertaken by the Deputy Clerk, so experience of supporting the Clerk and working collaboratively with the wider team would be beneficial. The post also includes administration of the Planning Committee, including attendance at its monthly meetings (held on the 4th Monday of the month).

Familiarity with the following would be ideal:
• Experienced in Rialtas (day-to-day financial data entry and month-end bank reconciliations)
• Confident in collating variable payroll information and submitting it to the Council's payroll contractor using their bespoke spreadsheet
• Willing to provide administrative support to the Planning Committee, including attending monthly meetings (4th Monday of the month)
