CALC: CiLCA 2026 Introductory Session

The new CiLCA 2026 has finally been launched and the CALC is now inviting expressions of interest for CiLCA 2026 Portfolio, training for The Certificate in Local Council Administration (CILCA).

CiLCA is a Level 3 foundation qualification which provides learners with a professional qualification and good working knowledge of the clerk's role, covering all aspects of their work. A CiLCA qualified clerk also forms part of the necessary requirements for a council who wish to adopt GPoC - The General Power of Competence as well as being a requirement of the Local Council Award Scheme.

CALC: Code of Conduct for Councillors Online

Code of Conduct - all councillors (returning and newly elected) are required to attend training within 6 months of taking office. For those elected in May the deadline has passed, making this an urgent matter for attention. The training will cover: application of the code, general obligations, registering and declaring interests, dispensations, sanctions, bias and pre-determination.

The face-to-face training allows for an open and discursive session where group participation is encouraged, and real-life examples will be provided to illustrate how the Code applies to each and every councillor.

Cornwall Council Briefing: National Policy Planning Framework Consultation

On Tuesday 24 February 2026 at 4.15pm CALC will be hosting a Teams meeting for clerks and members of local councils.

Cornwall Council Officers will give an update for Town and Parish Councils on the NPPF consultation with a Q&A's session.

Given that this is likely to be a popular meeting we would ask councils to limit attendance to 2 people per council, if possible, both officers and members are welcome.

If you wish to join, the link will be circulated to all P&T council clerks (there is no need to book).

Andrew Towlerton: An Introduction to Planning

A hugely popular session for Parish & Town councillors and clerks covering the basic principles of planning including policy, applications, appeals and enforcement. In this webinar there will be a focus on the roles and responsibilities of local councils in planning, local plan-making, the National Planning Policy Framework, developer contributions and guidance on how to respond effectively to planning applications, including the use of material considerations. This is the ideal opportunity to ask questions of an experienced planning consultant who has worked for local Councils, a volume house builder and a planning consultancy.
